Fiber pricing confuses buyers because it isn’t quoted like copper. There’s no tidy “per drop” — a fiber project is a per-foot cable run plus a per-splice, per-termination, per-test labor stack, and the same 24 strands can cost $4,000 inside your building or $40,000 under the street outside it. This guide breaks the stack into its real units, gives the published 2025–2026 numbers for each, and covers the New York layers — prevailing wage, DOT permits, and a 130-year-old conduit franchise — that national guides don’t know exist.

The units fiber is actually priced in
A fiber quote is four stacked layers, and knowing them lets you read any bid:
- Cable, per foot. Bulk singlemode (OS2) runs roughly $0.40–$0.85/ft for common 12-strand indoor cable; multimode OM4 runs $0.60–$1.10/ft at 12 strands and up from there. Plenum rating adds 15–25%; armored cable jumps to $6.00–$13.50/ft. Here’s the counterintuitive part: singlemode cable now costs roughly a third of OM4 per foot — the “multimode is cheaper” rule lives entirely in the electronics (more below).
- Installation labor, per foot. Indoor pulls run $1–$6 per foot in normal conditions and $7–$12 through finished walls, packed risers, or congested ceilings. Labor, not glass, is 60–80% of most fiber budgets.
- Splicing and termination, per event. Fusion splices run $50–$150 each commercially, with strong volume economics — roughly $100/splice on a 24-fiber job can fall near $55 on high-count work. Add splice enclosures ($80–$300), patch panels (~$100–$265 per loaded rack unit), and mobilization ($150–$500).
- Testing and certification. OTDR acceptance testing bills at $75–$150/hour; nobody publishes a flat per-strand rate, so expect it quoted per project — a reasonable planning figure is about 5% of install cost. Insist on TIA Tier 1 (loss/length) results for every strand, Tier 2 (OTDR traces) on backbone.
What complete projects cost
- A building backbone link — say a 2,000-foot OM4 riser run between IDFs, terminated and tested — lands around $3,000–$5,000 per published example math (roughly 18–22 labor hours plus about $1,200 in cable).
- Fiber-served commercial fit-outs at 100–200 drops run $15,000–$40,000 in published national ranges.
- Outside plant is a different sport. The Fiber Broadband Association’s 2025 deployment survey — the best public dataset in the industry — puts median underground construction at $18.00 per foot (urban: $20.38) and aerial at $8.00 per foot, with the Northeast among the highest-cost regions. Trenching is the priciest method ($19/ft median); plowing the cheapest ($11.88); existing conduit saves ~$3.50/ft over new. Labor is 72% of underground cost. And the quiet budget-killers are off the drawing: make-ready and permitting together average a quarter of project cost, and make-ready alone can exceed the construction budget.
- Data-center trunks increasingly go pre-terminated (MPO/MTP): the assemblies cost 10–25% more than raw cable, but installed cost runs 15–30% lower and schedule compresses from weeks of field termination to days of plug-in — decisive when lead times matter (see the market section).
Singlemode vs. multimode: buy the electronics, not the glass
The cable price gap has inverted — singlemode glass is now cheaper than OM4 — but singlemode transceivers still cost roughly 1.5–5× their multimode equivalents, and a building full of optics dwarfs the cable line. The practical New York guidance: multimode still pencils for short intra-building links with many optics; singlemode wins for backbone, campus, riser-to-riser, and anything you want dark-fiber-grade for 20 years. Since labor dominates the budget either way, pulling higher strand counts is cheap insurance — at bulk prices, extra strands cost pennies per foot against install labor you’ll never want to pay twice.
The New York layers
- Prevailing wage reaches fiber by name. The NYC Comptroller’s electrician classification explicitly includes installation of low-voltage cabling carrying data, video, or voice on public construction — so fiber pulls on public work price at the full electrician package, about $133/hour all-in on the current schedule (stepping up again in spring 2026). Maintenance-scope teledata work has a separate ~$59/hour classification, and New York now extends prevailing wage to state-funded broadband builds under Labor Law §224-e. - Street work means DOT. Any fiber that leaves the building in NYC needs a street-opening permit (telecom conduit permits run $135–$380 per 15-day window per the published fee schedule) — the real cost is the engineering, coordination, and restoration around it.
- In Manhattan and the Bronx, you rent the underground. Telecom conduit there is largely controlled by Empire City Subway, a franchise dating to 1891 — carriers and networks license duct space rather than trench their own. It’s a per-foot annual rental economy, and a reason NYC outside-plant quotes look nothing like a suburban boring job.
- Vertical pathway rules. Riser-rated (OFNR) or plenum (OFNP) cable by space, fire-stopped floor penetrations, and core drilling in occupied buildings all convert to labor hours — the same conditions premium covered in our structured cabling cost guide.
The 2026 market: AI is eating the fiber supply
This is the section to read before sitting on a quote. AI data-center construction consumes dozens of times more fiber per facility than traditional builds, and the industry can’t spin up glass production fast enough — data-center fiber demand grew ~76% in 2025, wholesale fiber prices have surged globally, and cable lead times have stretched as long as a year on some products. On the construction side, 92% of deployers reported higher costs in 2025 and nearly as many expect further increases in 2026. Three buyer takeaways:
- Fiber quotes age fast — validity windows have shrunk; re-price anything older than a quarter.
- Order long-lead cable early, or spec pre-terminated assemblies that ship from stock.
- Strand-count generosity is cheaper than a second mobilization — especially while labor is the dominant line.
